You may find that you are receiving the following error in Outlook 2013 or Outlook 2016 using your POP or IMAP account. Testing the account settings in the account set up tests successfully but you are still unable to receive mail. You are more than likely using Windows 10. The exact message you are receiving is:
Sending Reported Error (0x800CCC13) Cannot connect to the network. Verify your network connection or modem
This error could be caused by a number of reasons but the most likely reason is due to some system corrupted files. To resolve error please follow these steps.
Step 1. Open a Command Prompt as an Administrator
To do this click on start and search for Command. Right click on Command Prompt and choose Run as Administrator
Step 2. Run System File Checker
Type in the following in to the command prompt:
SFC /SCANNOW
Step 3. Wait for the command to complete
After the command has completed open up Outlook and try again. If System file check comes up saying that it can’t repair some error you may need to follow more detailed instructions on using the System File Checker
